Cutting or bulking?

Hello everyone..i am an 21 years skinny-fat guy and i need your advice 🙂

I always believed that i have actually a lot of fat in oblique area..this summer,i decided that i am gonna build my body,but very first cut the love handles…

So i started from 78 kg(172 lbs) and through diet and training have actually come to 64.5 kg(142 lbs)…my height is 175 cm(5’7),and obviously weight is really low…

So the bad news is that lately i found out that i have actually wide pelvic bones, i dont have actually so much fat left on obliques but along with that kind of bones the body look awful…i have actually heard that only by widening your shoulders and lats will help the whole image…

so what do you guys think,need to i cut a bit more,or start bulking…thank you in advance 🙂
